The GPCAPC has always recognized bullying for what it really is—Peer Abuse! It is
Child Abuse by one child against another child. For this reason, the GPCAPC has taken
this issue seriously!
Support for Schools:
The Council has consistently supported educating school personnel on the Blueprint
Program: The Olweus Bullying Prevention Program. It is the only program that has
been proven to have positive effects in reducing bullying on a school campus. It
requires a full campus commitment to the prevention and intervention of bullying. The

Support for Parents, Child Care-givers, etc.:
The Maricopa County Juvenile Probation Department developed a video program for
adults as an attempt to educate and motivate parents to understand that bullying
behaviors lead to serious criminal behaviors. The GPCAPC proudly endorsed this
program and is pleased to make it available for free download.
This program, titled FIGHT BACK WITH LOVE: Every Adult has the Responsibility to
Prevent Bullying, has been requested by and distributed to every state in the US and
nine foreign countries. It is used on all US military base schools. It has won two
government awards for a significant contribution to the public.
